Job description :
Purpose of Position:
• Oversees the Philippines Regional office - this includes but is not limited to managing the operation and maintenance of the facility; adheres to Company policies and procedures; fosters a well-trained and motivated staff, ensures that a high quality of customer service is provided and oversees the development of telecom testing software applications based on Catapult’s platform.
Position Responsibilities:
• Operations - Ensures standards for software product quality, equipment, and operator performance are maintained and that cost-effective technology is used to maximize production. Initiates recommendations on purchases of new equipment and improvements to office facilities. Develops, monitors, and reports on operating costs; alerts management of cost and labor over run; makes recommendations and implements solutions to problems related to same.
• Management - Responsible for and provides direction to employees according to established policies and management guidance. Directs the activities of the office with responsibility for results in terms of timeliness, costs, methods, and employees. Assists in recruiting, training, and developing a highly motivated and effective team. Manages budget and controls expenses, effectively.
• Communication - Frequently interacts with functional peer group managers and office staff. Interacts with senior management. Requires the ability to gain cooperation of others, conducts meetings; may conduct presentations of technical information concerning specific projects/schedules, etc.
• Technical – Responsible for the direction for the software development teams. Requires identification and negotiation with the customers

Qualifications :
Position Requirements:
* BS degree or equivalent experience
* Masters degree preferred
* Experience with high level software design of complex applications
* Project management experience
* Telecommunications industry experience highly preferred
* Superior interpersonal skills; with the ability to motivate and achieve high levels of individual and group performance
* Strong communication, listening, facilitation and consulting skills
* Minimum of five years management experience
* Excellent negotiation skills, judgment and tact to resolve conflicting priorities from multiple parties
* Must be able to travel to the U.S. on an as needed basis
