Job description: To provide direct technical and managerial support to the HIV/AIDS sector of Save the Children in Vietnam. Manage staff, oversee budgets, develop new program portfolio. Leads strategic planning, program design and development, performance monitoring, reporting, advocacy and dissemination of HIV/AIDS programming. Key Accountabilities: * With the Sr Specialist and the Program Director for Health, Nutrition and HIV and AIDS, develop resource acquisition plans and proposals for programme development according to the thematic strategies related to HIV/AIDS, and prepare proposals and budgets for funding. * Provide overall strategic management, supervision and oversight to the HIV Prevention projects. * Be fully in charge of overall financial management for the whole sector including ensuring that a long-term financial plan is in place; the annual budget is prepared, monitored and reported in compliance with SCiV finance policies and donors' requirements. * Manage and motivate the HIV/AIDS sector staff, ensuring that staff have clear objectives and receive meaningful feedback on their performance. * Request personnel replacements and hiring for vacant positions on HIV prevention programmes, prepare job descriptions and performance objectives; approve staff development plans; oversee the development of consultant scopes of work and choice of technical consultants as needed. Oversee these tasks for the child-focused HIV prevention, care and support under the supervision of the Deputy Director. * Support project managers to effectively manage budget for each project properly responding to standard requirement from SC office and donor * Oversee the development and monitoring of HIV prevention project budgets under the management of Project Managers; approve budget revisions and facilitate donor permission where necessary; ensure compliance with grant management regulations of donors and Government. Support these tasks for child-focused HIV prevention, care and support programmes under the supervision of the Deputy Director of HIV/AIDS. * Convene regular meetings with staff of the HIV/AIDS sector and distribute information via e-mail and post to local partners. * Oversee Global Impact Monitoring processes for the HIV/AIDS program. * Approve the selection of technical consultants and partners as needed. * Hold regular meetings with staff and distribute information via e-mail and post to local partners. * Develop and implement capacity building plans for staff and partners in close collaboration with other key SC staff. Connect staff and partners with international and national trainings, information networks, and other resources for capacity development, networking, program enhancement and increased visibility of SC. * Ensure a good team spirit and supportive working environment in the sector. * Provide overall management, supervision and oversight to additional on-going projects as assigned. * Develop and maintain constructive and strategic relationships and ensure effective advocacy and communication with government, local NGOs, INGOs and program beneficiaries. Represent SC with national ministries, UN agencies, and other NGOs to exchange information, and update program improvements. * Liaise closely with relevant Headquarters departments, including the Office of HIV/AIDS to ensure technical excellence and to guide programming in keeping with agency strategies and policies * Keep the Program Director of Health, Nutrition and HIV and AIDS informed of issues or challenges. * Comply with the requirements of Save the Children's Child Protection Policy to ensure maximum protection for children. * Other duties as required in line with your skills, experience and role. Internal: Country Director, Program Director, Programme and other office support staff, volunteers and interns External: Government agencies, donors, UN and INGOs, media, children, young people and parents, and general public.
 
Qualifications :
Job Requirement: - Substantial (at least 5 years) management experience in HIV/AIDS work with children and/or youth. - MA Degree in a relevant discipline, e.g., social sciences, education or public health. - Proven staff and financial management skills. - Strong understanding of social sector policies and practices in Vietnam. - Good understanding of, and commitment to, advocacy and rights based programming, especially child rights, as well as an understanding of rights based, development INGO approaches in the context of responding to and preventing HIV/AIDS. - Willingness to learn and develop technical expertise in the areas of child and youth HIV prevention, care and treatment as well as adolescent and reproductive health. - Demonstrated experience in designing monitoring and evaluation frameworks. - Capacity to work, make decisions and co-ordinate in a team-orientated, consultative manner across multiple programme/thematic sectors. - A proactive and flexible approach to work with good time management skills and the ability to prioritise work and meet deadlines. - Excellent English language skills, including report writing skills. Good computing skills (word processing, spread sheets, email).
