Job description :
Responsibilities:
As Program Officer, the jobholder will cover the following duties and responsibilities:
- 1. Manage palliative care clinical training sub-agreements with local partners (eg Viet Nam Medical Services Administration).
- 2. Support the capacity building of key master trainers in the HIV in-service training network including train the trainer training, supervisory training, mentoring and clinical update training.
- 3. Work closely with clinical learning sites to ensure they are prepared for practical placements and are clear on their responsibilities.
- 4. Ensure smooth coordination and logistics for training, clinical mentoring and practical placements.

- 6. Review and standardize national training curricula in palliative care including integration of adult learning and competency based approaches.
- 7. Remain technically informed in palliative care.
- 8. Represent our client/Vietnam at professional meetings and conferences as required.
- 9. Perform other related duties as assigned by the Country Director and the Clinical Training and Mentoring Program Coordinator.

Qualifications :
Requirement:
1. Medical doctor (MD) or experienced health worker preferably with a Masters degree in public health or a related field.
2. Demonstrated experience in program management of HIV, reproductive health or other health related program within Vietnam.
3. Experience in community-based HIV care and support an asset.
4. Experience in providing clinical management of HIV, preferably including palliative care, would be a significant advantage.
5. Experience in providing reproductive health or related training to health care and allied health workers and in the design and evaluation of such training programs in Vietnam.
6. Experience with U.S. government contractual requirements and experience working in an international NGO environment desirable.
7. Ability to work well with others as a team and to develop and maintain positive working relationships among project staff, consultants.
8. Ability to transfer knowledge and skills with a culturally-sensitive approach to local counterparts, MOH, IAs and company’s staff to build in-country capacity in treatment, care and support for HIV.
9. Ability to handle multiple tasks simultaneously, prioritize and respond in a timely manner to stakeholders and IAs for successful implementation.
10. Strong interpersonal skills and demonstrated ability.
11. Fluency in both English and Vietnamese.
12. Computer literacy.
13. Ability to travel in-country a maximum of 50%.
