Prevention of Mother to Child Transmission of HIV and AIDS (PMTCT) Officer
Summary of the Post:
Under the general supervision of the health and Nutrition/ Capacity Development and System strengthening Specialist, responsible for the planning and implementation of Prevention of Mother to Child Transmission of HIV-AIDS activities, within CSD Programme/Capacity development and System Strengthening, in close cooperation with HIV/AIDS Specialist.
Major duties and responsibilities
- Plan and implement and monitor Prevention of Mother-to-Child Transmission of HIV-AIDS (PMTCT)activities t, including contributions to the development of Annual work-plans, activity requests, and calendars, in collaboration with Department of Reproductive Health, the Central Hospital of Obstetrics and Gynecology, and the decentralized government project partners, WHO, UNAIDS, UNFPA.
- Participate in the National PMTCT Working Group, with support to organizing periodic meetings, ensuring documentation of recommendations and decisions, and support establishing a mechanism for technical and organizational coordination among all PMTCT partners.
- In collaboration with the Department of Reproductive Health, the Central Hospital of Obstetrics and Gynecology, and the decentralized government project partners, undertake field visits to monitor and evaluate project implementation, identify problems and propose remedial actions to accelerate/improve the delivery of project activities.
- Support organising orientation, training for government personnel, project beneficiaries on HIV-AIDS and PMTCT, as part of UNICEF HIV/AIDS programming.
- Prepare and monitor budget utilisation, ensuring timely and appropriate utilisation of funds for cash and supply assistance for all activities under the PMTCT Sub-Project, in accordance with Annual Plans of Action and the Master Plan of Operations 20056 2010
- Liaise with national and international partners on PMTCT assist Project Officer with management of PMTCT funds, preparation and submission of donor proposals and reports.

Qualifications :
Qualifications:
University Degree in Social Science with emphasis on Public Health, Maternal and Child Health and/or HIV/AIDS.
Minimum of five (5) years progressively responsible experience in programme design, financial administration, monitoring and evaluation of HIV/AIDS, Reproductive Health, Womens health, and/or Breastfeeding/Infant Feeding Programmes. Experience in health sector coordination, clinical management of HIV/AIDS, and in working with national and sub-national counterparts in HIV/AIDS related sectors.
Proven ability to plan and manage complex health programmes, involving partners from multiple sectors.
Good analytical skills and knowledge in financial management.
Strong advocacy skills; ability to transfer knowledge and ideas
Training ability and experience as a facilitator of learning for health professionals.
Previous work experience with UN or other international/donor agencies is an advantage
Excellent written and oral communication skills in English and Vietnamese
Computer skills, including internet navigation and various office applications
Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization
