* Work with senior management to develop and implement strategies for increasing the overall organizational capabilities
* Manage and supervise subordinates on day-to-day operations to ensure that they perform their jobs effectively to support department’s achievement of the agreed targets provide constructive coaching and consulting; conduct annual performance appraisal for direct subordinates and provide development feedbacks.
* In additional to the day-to-day managerial function, responsible for the strategic plan of the training and development function, Develops, Communicates and Implements the strategic direction of the operation. Has ultimate accountabilities for the function and provides advice and recommendations to the function. Formulate and implement training policies and procedures, identify training need, develop training program, work with Department heads on career paths of their staff.
* Evaluating the effectiveness of the training and course outcomes
* Undertake regular and progressive personal development to ensure continuous professional development.
* Control the budget to suited the business and wisely use the resources including all the systems, materials and equipments to have the most effective and efficiency
* Perform other duties as assigned by direct supervisor.

Qualifications :
Qualification :
* Male or Female, Age 30 Years old up
* Bachelor's Degree or Master's Degree of HRM, HRD, OD, MBA, Political Science or other related field
* Experience 5 years at least with HRM and HRD e.g. Talent Management, Succession plan, Organization development, People development
* Experience 2 years at least with Top Management level
* Experience with Telecommunication Business will be advantage
* Good Relationship and service mind, Leadership, Hard working, positive thinking, together with ability to work well with different levels.
* Excellent of computer literacy (Microsoft Word, Microsoft Excel and PowerPoint)
* Good command of English both written and spoken
